@Luisa: I haven't heard of a mod that does this, but there are a lot of creators out there who have enabled skirts an dresses for outerwear. I suggest checking mysims3blog using this link:

@Luisa, Master Control by Twallan (Nraaas Industries) allows you to turn off the clothing filter so that all clothes appears in every category, including outwear.
